Как узнать имя пользователя, под которым запущен сторонний процесс?

это я пробовал, для сторонних процесов всегда возвращает пустую строку, я вот нашел ответ на форумах MSDN

есть еще один способ с использованием API, гараздо сложене чем на MSDN форуме
